Well maybe a little early on since you have to catch up but not in the long run. They are a necessary evil, however, since they are part of Genshin Impact's Handguard farming route. Honestly I haven't touched Genshin since, so many quality of life improvements that Genshin should have had by now and it's less time consuming. What makes the Kairagi: Fiery Might worse than their Electro counterpart, Dancing Thunder, is the fact that, once in a frenzy, they have especially heavy-hitting attacks, which can one-shot weaker and less resilient characters. Seeing a nearly defeated opponent restore their own HP and become even stronger is quite irritating. However, if players are lacking damage output or are having a hard time dealing with additional enemies around them, it is almost inevitable that Kairagi will enter the frenzy state. This is easily countered by rapidly defeating them.
